Three-wheeled cargo motorcycles are a type of freight vehicle, belonging to motorcycles with three wheels and a cargo-carrying device. They form the three-wheeled motorcycle system alongside sidecar motorcycles (equipped with sidecars). Their structural feature is two rear wheels symmetrically distributed with the front wheels, and they only have a driver's seat and a cargo-carrying device. They are commonly referred to as "three-wheeled motorcycles" or "three-wheeled scooters."
Three-wheeled cargo motorcycles are designed for transporting goods; their cargo compartments are not designed for passenger transport, posing a high safety risk if passengers are illegally carried. In August 2023, Beijing required that compliant vehicles used in postal delivery, landscaping, and sanitation industries be replaced with pure electric three-wheeled cargo motorcycles. These vehicles must be included in the product announcement and issued "Beijing C" series motorcycle license plates, and drivers must hold a motorcycle driver's license. Driving a three-wheeled cargo motorcycle requires a driver's license for the corresponding vehicle type; otherwise, it constitutes unlicensed driving.
